This is a common issue for Windows 2003 servers. After remoting into the server the start button will look like it is locked and there after we are able to do anything even disconnect or logout from the server.

This can be solved by the following steps.
1. Right click on the toolbar(bottom of the window).
2. On the popup click on 'Task manager'.
3. Windows task manager will open.
4. Click on the processes tab.
5. Check the 'Show Processes from all users'.
6. Sort the list by user name by clicking the username(header of the processes list).
7. Click on Explorer.exe under Image name header.
8. Click on End Process button on the bottom of the list.
8. Click OK for the task manager warming.
10 Click on New task under the File Menu.
11. Type "Explorer.exe" on the create new task dialog and click OK.
12. Issue will be solved.
